Power Vent Sequencer, I believe

The relay on the top of this panel is what the print calls "Power Vent Sequencer". I believe it responds to the T-Stat call for heat, but not continuously. Must quit trying after a bit. Power cycle restarts sequence?

I think this was added to protect T-Stat relay contacts from overcurrent.
